During his recent visit to Istanbul the UK Deputy Prime Minister, Nick Clegg, and the Turkish EU Minister, Egemen Bağış signed the project agreement on October, 2012 and the project activities started on November 2012.In order to raise awareness among Turkish lawyers about the “Judiciary and Fundamental Rights” chapter of the EU acquis training need analysis and regional seminars organized and a comprehensive handbook published and distributed during the training seminars. Moreover a project website established in order to maintain a sustainable network and database of the project.

    Ecorys implemented this project with the aim of the improvement of the capacity of the existing Human Rights Boards in provinces and districts of Turkey, and the transfer of skills to the Civil Inspection Board of the Ministry of Interior that carries out regular inspections on the activities of aforementioned local boards. Comprehensive reports and extensive data analyses to access performance and effectiveness of the Human Rights Boards were delivered as the part of the foreseen outputs of the project. Based on these reports, statistics modalities and performance assessment charts were developed to guide inspections that are conducted by the Civil Inspection Board of the Ministry of Interior. In line with the assessment report and the inspection guide, exclusive workshops were held in five provinces to inform and train inspectors.

    Ecorys implemeted this project with the aim of development of a more accountable, fair, transparent and credible concept of administration through elimination of all the factors that hamper transparency and feed corruption in the zoning and tendering processes in local governments in Turkey. Within this project, comprehensive reports that examine problems concerning zoning and tendering processes were prepared after conducting face to face interviews with the representatives of the local governments, and comparatively analysing the court rulings and precedents of the Public Procurement Authority. In the light of the findings of these reports, legislation proposals were drafted in order to make zoning and tendering processes more transparent. Moreover, to be able to achieve an overall assessment of the Zoning and Tendering processes in Turkey, statistical modalities and indicators prepared.

Safety Management Systems for units, "gap analysis", determination of National Safety Rules were among the critical steps of the Project.
