EU Funds, Capacity Building and Implementation
Turkey is as a Candidate country preparing for EU accession and EU Funds. Turkey is currently eligible for the funds of the Instrument for Pre Accession (IPA) and will after EU accession be eligible for the EU Structural Funds. Being able to use and successfully implement the EU Funds such as IPA and the Structural Funds requires good and measurable strategies, clear processes and manuals, good partnership and sound monitoring and evaluation of progress. For the institutions in Turkey which prepare and implement IPA programmes and use IPA funds for their projects this is not an easy task to fulfil. To be able to use support on and knowledge of the preparation and implementation of the EU Funds can be helpful in achieving a high absorption capacity and effectively spend the EU Funds for socio-economic development and institutional building in Turkey.
ECORYS can support the EU Accession process of Turkey in several ways. ECORYS has extensive experience in preparing and implementing Candidate and Accession countries such as Turkey, Croatia for the EU Funds. ECORYS has experience with the accession process and EU Funds preparation and implementation in old and new Member States of the European Union and the accession and candidate countries. ECORYS has helped most of the new member states in their preparations for and implementation of the EU Structural Funds, through institutional support, programming, identification, formulation, implementation and monitoring & evaluation. Currently we are supporting most of the candidate and accession countries in the process of preparing for EU accession and EU Funds. We can provide supporting services and tailor made capacity building & trainings in these fields:

- Preparation for (Extended) Decentralized Implementation Systems for EU Funds (HR strategies, procedures manuals, job descriptions etc) and accreditation of institutions for EU Funds Management.
The combination of knowledge about EU accession and the acquis, EU policies and EU Funds requirements with the practical experience from the accession countries and new Member States has proven to be a successful approach.
